I have the honour to acknowledge the receipt of

your Circular Despatch of the 20th. December, 1916, your Despatch No. 16 of the 19th. January, 1917, and your telegram of the 22nd. March, 1917, relating to the question of the conditions of sale of the permanent assets of enemy firms now in the course of liquida-

-tion.

With reference to the cypher telegram which I addressed to you on the 10th. March and which you answered by the telegram referred to in the preceding paragraph, I regret that the statement in my telegram that three of the properties are in the City of Victoria was inaccurate as one of the three properties in question is situated at Yaumati in the Kowloon Peninsula. The general remarks made about the properties, however, apply equally to the property at Yaumati.

I enclose a list of the five properties involved. The former premises of the Deutsch Asiatische

Bank are situated in the central portion of the City of Victoria and are in close proximity to the three British Banks. The building is new and the property is a valuable one.

Messrs. Blackhead & Co's Soap and Soda Factory is situated at Quarry Bay, close to the Taikoo Sugar Refining Company Ltd., and between the shops and dockyard of the Taikoo Dockyard & Engineering Co. of Hongkong, Ltd. and certain property
